PSE&G's highest-value program for smaller businesses. PSE&G covers 100% of upfront installation costs — you pay nothing at time of installation. A free on-site assessment identifies every eligible improvement before a single dollar is spent.

Built for apartment buildings, condominiums, senior housing, and mixed-use properties. PSE&G funds efficiency upgrades across the full building — in-unit, common areas, and building systems — with combined rebates and OBR financing.

Engineered Solutions — Full Program

The full Engineered Solutions Program is PSE&G's most comprehensive offering — and the most lucrative for large facilities. PSE&G covers the cost of an investment-grade energy audit and project design. Custom incentives are calculated on actual verified savings with a 12-month measurement and verification period.

On-Bill Repayment (OBR)

OBR is PSE&G's zero-interest financing mechanism — project costs are added to your monthly utility bill and typically offset by the energy savings the upgrade generates. No banks. No credit checks. No collateral.

How OBR Works — Step by Step

Lumens America performs a no-cost on-site audit to identify eligible improvements and estimate your savings potential.

Program Selection

We identify which PSE&G program(s) your facility qualifies for and structure the project accordingly.

Application Submission

Lumens America submits the OBR application and supporting documentation to PSE&G on your behalf.

PSE&G Review & Approval

PSE&G reviews the application, verifies eligibility, and issues a formal loan commitment letter.

Customer Agreement Signed

You sign the OBR agreement. Repayment terms, monthly amount, and schedule are locked in writing.

Installation Begins

Lumens America proceeds with the approved installation scope. All work is inspected and documented.

PSE&G Inspection

PSE&G inspects the completed installation to confirm scope and quality before releasing funds.

Funds Released to Contractor

PSE&G sends the check directly to Lumens America. You owe nothing upfront — repayment starts on your next bill.

Monthly On-Bill Repayment

The OBR charge appears on your PSE&G bill for up to 60 months. In most cases, your energy savings offset the repayment amount — or exceed it.

Key OBR Questions

Is there interest on the OBR loan?

No. OBR is a 0% interest financing mechanism provided by PSE&G. The full amount you borrow is the full amount you repay — no fees, no interest, no early repayment penalty.

What if I move or sell the property?

The OBR obligation is tied to the utility account at the service address, not to you personally. If you sell or move, the agreement can be transferred to the new account holder. Lumens America walks you through this process at time of sale.

Can I pay it off early?

Yes. PSE&G allows early repayment of the OBR balance at any time. There are no prepayment penalties. Many customers choose to pay off the balance following a property refinance or sale.

Who receives the PSE&G check?

PSE&G issues the OBR funds directly to the contractor (Lumens America) upon passing the post-installation inspection. The customer never handles the money — the project is fully funded and executed before repayment begins.

How much can I borrow?

OBR limits are set by PSE&G based on program and project scope. For the full Engineered Solutions program, OBR terms extend to 60 months. Lumens America structures every project to maximize the incentive/OBR combination so out-of-pocket exposure is minimized.

Bottom line: In most projects, the monthly OBR repayment is equal to or less than the energy savings generated by the upgrade. That means the project pays for itself — and often puts money back in your pocket from day one.
